Fred Tovar served on the Gilroy City Council from 2016 to 2024, when he lost his at-large re-election bid in the November 2024 election. Before joining the council he served on the Gilroy Unified School District Board of Education and the California Community College Trustees board.
In July 2026 he filed a Form 501 to declare his candidacy for the new District 4 seat in Gilroy's first district-based council election.
